Philip Agee is a member of Attain's Board of Managers and a partner in the firm’s Federal Services division. He is responsible for managing the consultancy’s Raleigh, North Carolina office in the Research Triangle Park (RTP) region—one of the country’s most dynamic hubs of research and technology innovation.

Phil brings more than 10 years of experience as a program and operations manager with extensive contract and financial management expertise. He has overseen several major complex engagements for Attain, including Reserve Component Automation Systems and Army Logistics Modernization Program, demonstrating deep domain knowledge and capabilities from strategic planning to a range of IT services capabilities. He is a proven leader in the markets we serve, demonstrating success and a commitment to growing an organic and sustainable business that’s rooted in our core values and delivers on our mission to provide marketing-leading results.

Before joining Attain in 2009, Phil was a consultant at BearingPoint, Inc. and previously served as a business analyst at SRA International, Inc. He is an active member of several industry organizations, including participation in TechAmerica’s Big Data Commission and its Vision Conference Committee, as well as his recent involvement in the North Carolina Technology Association and Greater Raleigh Chamber of Commerce.

Phil holds a Bachelor of Science degree from The College of William and Mary and an MBA from The George Washington University. He is a recipient of the 2016 AFCEA Bethesda InnovateIT Awards, Emerging Industry Leader and a former NCAA Division I Decathlete.

Cindy D’Annunzio is a managing director within Attain's Federal Services division responsible for the firm’s Federal Health practice. A former Division Director for the Centers for Medicare & Medicaid Services (CMS), Cindy brings unique knowledge of multiple Department of Health and Human Services programs, including CMS’ programs, Medicare, Medicaid, and CHIP regulations and policies, and federal government procurement and budget processes.

Cindy is a seasoned leader known for delivering mission-critical services and solutions. Within CMS’ Office of Financial Management (OFM), she served as a principal advisor to the CFO and Director of OFM, and managed a billion dollar budget, which included complex and agile technology initiatives. She also led several CMS program integrity efforts aimed at decreasing improper payments made by Medicare and Medicaid to combat waste and abuse.

Since her departure from CMS, Cindy has led Federal Health business development and delivery teams for General Dynamics Information Technology (GDIT), Turning Point Global Solutions, and Companion Data Services, a subsidiary of Blue Cross Blue Shield of South Carolina.

Cindy holds a master’s degree from the University of Baltimore, a certificate in legislative studies from the Government Affairs Institute, and a bachelor’s degree from the Towson University. Cindy also spent several years as an adjunct professor within the University of Baltimore’s Health Administration program.

Wallace Davis is a partner in Attain’s Education, Nonprofits and Commercial Services practice and a founding member of Attain. Wally has been serving the higher education, nonprofit, and academic medical center communities for nearly 20 years, and is a market leader in developing strategic initiatives on a national level for his clients. He has been a trusted business advisor to nearly 50 premier universities, academic medical centers, and nonprofit research institutes. 

Wally's areas of expertise are facilities and administrative cost recovery, grants management, regulatory compliance, and implementation of effort reporting and space utilization software solutions. He is nationally recognized as an expert in assisting organizations to develop facilities and administrative proposals and representing clients in negotiating F&A rates. Wally is a passionate speaker on these topics, and presents regularly at NCURA, SRA, and regional cost accounting conferences.

Susan Jones is a Managing Director in Attain’s Federal Services division. She is responsible for supporting the growth of the firm’s Federal practice.

Susan brings to Attain more than twenty years of experience in Government technology services and sales. She combines her technical acumen, rooted in the telecommunications industry, and a degree in electrical engineering with significant experience executing large integrator capture management, as well as hardware and software sales across the Federal Civilian and DoD arenas. 

At Attain, Susan has continually played instrumental roles in the strategic initiatives that are building our organization, including her leadership contributions to securing one of the firm’s largest and most strategic Federal contract vehicles, CIO-SP3 Small Business. This vehicle has led to several significant contract wins with Federal health and other Civilian agencies to support their vital missions.

Before joining Attain, Susan was a business development manager at Capgemini Government Solutions, where she was primarily focused on Department of Homeland Security (DHS) and healthcare accounts. Previously, she served in various leadership roles at Oracle Corporation and Northrup Grumman Corporation.

Susan has been an active participant in several industry organizations, including ACT-IAC, Women in Homeland Security, Women in Defense, Women in Technology, and the Homeland Security Dialogue Forum. Susan has served as a co-chair and chair of TechAmerica’s MHS Vision team, and is a recipient of the TechAmerica Vision Leadership award. She is also a winner of the Armed Forces Communications and Electronics Association’s SuperNova award and the Federal Star award.

Scott Lambert is a Managing Director within Attain's Federal Services division responsible for the firm’s Army ERP business. As a retired U.S. Army Colonel with proven leadership and project management experience, Scott brings the unique perspective of a war fighter along with his 27 years’ experience in some of the largest business information systems implementations in the world, including seven years of experience with the Army’s legacy logistics systems.

Before joining Attain, Scott served as Project Manager for the U.S. Army Materiel Command (AMC) Logistics Modernization Program (LMP). In this capacity, he set the strategic vision for the project and was responsible for ensuring it met all cost, schedule, and performance goals. In 2007, he led LMP to achieve compliance with the Federal Financial Management Improvement Act (FFMIA), an achievement that won the Government Information Technology Executive Council’s Program Management Award.

Scott previously served in various roles including as military assistant to the undersecretary of the Army; product manager in the Program Executive Office for Simulation, Training and Instrumentation; associate director of the Army's Joint Advanced Distributed Learning Collaborative Laboratory; and co-chairman of the Simulation-to-C4ISR Interoperability Overarching Integrated Product Team.

He is recognized throughout the Department of Defense (DoD) as an Enterprise Resource Planning (ERP) management expert with exceptionally strong communication skills and talent for bringing diverse teams together to understand and address complex global information technology issues. Scott has continually earned the trust of both the functional operators who use his systems and software implementation teams that construct them.

Scott holds master’s degrees from the U.S. Naval War College in Rhode Island and the University of Maryland, and a bachelor’s degree from the University of Massachusetts. 

John Mandell is a managing director within Attain’s Federal Services division responsible for the firm’s National Security practice. 

A technology consulting executive who specializes in transformation engagements across the Homeland Security marketplace, John brings more than a decade of experience in the National Security and DHS sector having sold and delivered engagements to the United States Citizenship and Immigration Services (USCIS), Immigration and Customs Enforcement (ICE), Federal Emergency Management Agency (FEMA), Transportation Security Administration (TSA), Customs and Border Patrol (CBP), and others. He has successfully led complex business development pursuits with contract vehicles up to a $1B and introduced new and emerging technologies to support his clients’ missions. John brings expertise in Digital Transformation, including DevSecOps practices, Cloud, and Advanced Analytics, as well as process improvement and IT services.

Prior to joining Attain, Mandell served as Director, Public Sector for Guidehouse (formerly PricewaterhouseCoopers). Earlier in his career, he was a member of the Grant Thornton Global Public Sector team and the BearingPoint Oracle practice.

John earned a Bachelor of Science degree in Information Systems and Operations Management from the University of North Carolina at Greensboro. He also holds Project Management Professional (PMP), Agile Certified ScrumMaster (CSM), and Scaled Agile Framework (SAFe) Agilist certifications.

Ravichandra Mudumby is a partner in the firm’s Federal Services division and a member of the leadership team responsible for managing and growing Attain’s Federal Civilian practice.

Ravi brings significant, focused experience creating and implementing emerging technology solutions and practices. He is an innovator and technologist, with deep domain expertise and capabilities across digital solutions and forward-leaning technologies such as Agile, DevSecOps, Artificial Intelligence (AI)/Machine Learning (ML), and Data Science. Ravi is known for his innovative thinking and world-class delivery of next-generation solutions that bring value and impact to clients and their missions.

Prior to joining Attain, Ravi served as a technology and strategy leader in the Federal Consulting and Global Financial sectors, where he led large-scale initiatives focused on improving efficiency and optimizing business processes.

Ravi received his undergraduate degree from JNT University in India and holds a master’s degree in Computer Science from the University of Texas at Arlington.

Dr. Simon Szykman is a Partner and Attain's Chief Technology Officer, Federal Division. He is responsible for developing the firm’s technology strategy, overseeing delivery of innovative digital transformation solutions to clients, providing thought leadership in the industry, and fostering collaborations and go-to-market strategies with the firm’s portfolio of alliance partners. He also oversees Attain’s solutioning team, delivery excellence and corporate certification programs, and corporate IT services.

Simon brings more than 20 years of experience in various fields related to government information technology, with diverse leadership experience that includes management of IT operations, management and execution of innovation and R&D programs, and technology policy. 

Prior to joining Attain, Simon served as the Chief Information Officer (CIO) of the U.S. Department of Commerce for over four years, after serving as CIO of Commerce’s National Institute of Standards and Technology (NIST) for more than three years.  Before his CIO roles, Simon worked in the White House Office of Science and Technology Policy, where he was a Senior Policy Analyst and later, the Director of the National Coordination Office for Networking and Information Technology R&D. He also served as the first Director of Cyber Security R&D at the Department of Homeland Security.  Earlier in his career, he spent several years as a member of the technical research staff at NIST.

Simon holds Ph.D. and Master of Science degrees from Carnegie Mellon University, a Master of Engineering Management degree from the George Washington University, and a Bachelor of Science degree from the University of Rochester. With a reputation of excellence for leadership in government information technology, he has been recognized with awards including the AFFIRM Executive Leadership award in Information Resources Management, the AFCEA Bethesda Government-wide Initiatives Excellence Award for Efficiency and Value Creation, the GTRA Excellence in Efficiency Award, the Computerworld Premier 100 IT Leader Award, and the Department of Commerce Bronze Medal Award.

Jaffer Usmani is a Managing Director within Attain’s Federal Services division. He is responsible for leading and growing Attain’s Business Intelligence (BI) and Analytics Center of Excellence and supporting the growth of the Federal Financial sector.

With nearly 20 years of consulting and domain experience, Jaffer leads the implementation of innovative solutions in Business Intelligence, Analytics, Big Data, Data Management, and Data Science. He is also experienced in the modernization of mission critical systems using low-code/no-code platforms.

Prior to joining Attain, Jaffer managed large-scale technology implementations across diverse industries and sectors.

Jaffer received his undergraduate degree from George Mason University in Management Information Systems. He is a certified Project Management Professional and holds multiple leading technology certifications.
